A Shelter package is an array of administrative functions and support services required to successfully start-up and operate a business in Mexico. Based on a commercial contract, the foreign corporation operations are performed under a Mexican company owned by the “DIMSA”, allowing the investor to avoid having "permanent establishment" under income Tax Law.
At the expiration of the initial term of the contract (or a maximum of 4 years under the new Tax Law), the foreign corporation is required to operate under its own Mexican corporation (subsidiary) which could be the same legal entity, where DIMSA sells it to the investor and make use of a Business Process Outsourcing package (BPO).
